The strategic collaboration between Talent Corporation Malaysia Berhad (TalentCorp), an agency under the Ministry of Human Resources (KESUMA), with
the Ministry of Home Affairs (MOHA) and the Immigration Department of Malaysia (IDM) has been key in enhancing policies and initiatives for expatriates. Since 2014, this partnership has successfully streamlined expatriate management through the Expatriate Services Division (ESD) Online platform with the aim of making Malaysia a preferred destination for investments and high-skilled talents, including expatriates.
In the pursuit of bolstering national security and fostering economic growth, the MYXpats Centre was subsequently established as a subsidiary of TalentCorp in 2015 with the commitment to facilitate the seamless integration of expatriates into the Malaysian workforce while upholding stringent security measures.
MYXpats was conceived with the goal of offering companies and expatriates an expedited, efficient, and service-oriented immigration experience. It oversees the seamless entry of expatriates, ensuring their compliance with the relevant regulations, and providing a responsive platform for addressing their immigration needs, thereby nurturing an environment conducive to attracting and accommodating qualified expatriates seeking professional avenues within Malaysia.
In the past 10 years, ESD Online has recorded more than 19,800 company registrations, consisting of nearly 556,610 applications for Employment Passes (EP) and Professional Visit Passes (PVP), of which 510,681 have been approved as of Q2 2024. Beyond the EP, MYXpats extends its umbrella of services to encompass a range of permits, including the Dependant Pass (DP), Long-Term Social Visit Pass (LTSVP), and Social Visit Pass-Internship (SVP-i), amplifying its impact on the expatriate experience.
As a preliminary step to utilise the services provided by MYXpats, companies must first register online with ESD. The ESD registration acts as the foundation upon which the MYXpats Centre builds its provision of invaluable services, ensuring a seamless transition from recruitment to placement.
MYXpats’ array of services encapsulates a three-tiered approach, seamlessly ushering expatriates through the necessary stages with operational efficiency being its core focus: Application Facilitation, Seamless Passport Endorsement and Renewals with a client charter of 5-working-day for processing upon receiving applications with complete documentation, and the Digitalisation of Services Delivery in the New Normal with door-to-door delivery of endorsed Immigration passes which achieved a 99.0% success rate in 2023.
Xpats Gateway Platform – A Seamless, End-to-End Solution
Reaffirming the commitment to intensifying public service delivery efficiency based on the Malaysia Madani principles, the Xpats Gateway platform was introduced on 15 June 2023, heralding a new era in expatriate facilitation. This innovative, single-window approach accelerates the acquisition of crucial supporting letters from relevant regulatory bodies, simplifying the often-intricate expatriate application process.
The ESD Online integrates with various government systems, such as the Immigration Department of Malaysia, Companies Commission of Malaysia (CCM), Inland Revenue Board (IRB), and Royal Malaysia Police (RMP). It also integrates with Xpats Gateway, used by 24 various agencies to issue support letters, thereby streamlining application procedures into a unified platform.
Companies engaging with this system will be classified into five distinct tiers, guided by a comprehensive set of indicators, as below:
- The 12 sectors outlined in the Twelfth Malaysia Plan (12MP)
- Company’s lifecycle stage
- Company’s revenue
- Company’s issued capital
- Company’s track record
Companies within the Tier 1, Tier 2, and critical sector brackets can benefit from the expedited Fast Track process, promising swift approvals within just three working days. Meanwhile, Tier 3 through Tier 5 companies go through the Normal Track, with approvals granted within ten working days.
Expatriate Satellite Centre (ESC) – Premium Facilities for Expatriates
The tripartite partnership between TalentCorp, MOHA and IDM reached another milestone in November 2021 with the establishment of the Expatriate Satellite Centre (ESC) in Kuala Lumpur International Airport (KLIA) Terminal 1 to facilitate the issuance of Immigration Pass upon expatriates’ arrival. The ESC functions as a centre for Immigration Pass issuance for approved expatriates, professionals, and their dependents. As of 31 December 2023, a total of 15,439 Immigration Passes have been issued, allowing expatriates to stay and work in Malaysia immediately, instead of having to adhere to the previous 30-day waiting period. Following the success of ESC at KLIA Terminal 1, TalentCorp has expanded the establishment of ESC to KLIA Terminal 2 which has been fully operational since 4 June 2024.
